From December 20 to 22, the 2022 China Radio Conference, co-sponsored by the Ministry of Industry and Information Technology, the National Radio and Television Administration and the People's Government of Guangdong Province, and jointly hosted by the Shenzhen Municipal People's Government, the National Radio Monitoring Center and the Radio Association of China, was held in a combination of online and offline, with the main venue in Shenzhen.

Yulong Tian, member of the party group and Chief engineer of the Ministry of Industry and Information Technology; Yonglei Zhu, member of the party group and Deputy Director of the State Administration of Radio and Television; Xi Wang, member of the Standing Committee of the Guangdong Provincial CPC Committee, Vice Governor of the Provincial Government and member of the party group; and Houlin Zhao, Secretary-General of the International Telecommunication Union, attended the conference and delivered a speech by video form.

 

 

 

With the theme of "Wireless Communication Enables Digital Economy, Frequency Spectrum Promotes Industry Innovation", the conference focused on cutting-edge radio technology and industrial development trends, discussed the development and utilization of spectrum resources, improved the efficiency and comprehensive benefits of resources, and brought together experts and scholars from the whole industry chain of radio management, scientific research, technology, application, and manufacturing. In addition to the main forum, the conference also held 10 sub-forums and an industry summit, covering topics such as BRICS spectrum cooperation, industrial Internet and Internet of Things, radio and television, satellite application and development, radio monitoring, digital trunking communications, 5G and next generation mobile communications, civil drone communications, walkie-talkies, intelligent transportation, and a new generation of short-range communications. The conference attracted more than 100 guests from home and abroad, including four academicians Hequan Wu, Teng Long, Ping Zhang, and Donglin Su.

 

The Party Central Committee and The State Council attach great importance to the development of the radio industry. Since the 18th CPC National Congress, the Ministry of Industry and Information Technology, together with relevant departments, has strengthened top-level design and policy guidance, scientifically and efficiently managed radio spectrum resources, and given full play to its strategic, basic, pioneering, and leading role, making important contributions to economic and social development, national defense construction, and national security. They have introduced spectrum policies such as 5G, the Internet of Vehicles, the Industrial Internet, and the Internet of Things to fully support the development of the digital economy and the transformation and upgrading of traditional industries. They actively expand China's satellite frequency and orbital resources and effectively support the construction of major national space projects such as manned spaceflight, lunar exploration, fire exploration, and Beidou. Continue to strengthen radio monitoring capacity building, create a safe and orderly electromagnetic environment, and strongly support the construction of the information society.

 

Yulong Tian pointed out in his speech that the report of the Party's 20th National Congress has made major strategic arrangements for accelerating the construction of a manufacturing power, a network power, a digital China and accelerating the development of the digital economy, and the development prospects of the radio industry are broad and promising. We should adhere to overall planning, strive to solve the structural shortage of spectrum resources, innovate the mode of spectrum resource management, strengthen the ability to guarantee electromagnetic space security and support the development of the digital economy and the construction of the information society. In addition, We should also adhere to innovation-driven, increase policy support, encourage enterprises and research institutes to carry out research on key technologies, give full play to the role of industry associations and industrial alliances, accelerate the aggregation of domestic and foreign and upstream and downstream resources of the industrial chain, foster more new radio applications, new formats and new models, and help related industries transform and upgrade. Last but not least, We should adhere to open cooperation, actively participate in global spectrum governance, carry out in-depth bilateral (multi-border) cooperation in accordance with the principle of "win-win cooperation", and encourage industry and academia to strengthen international exchanges and share more technical achievements.

 

Yonglei Zhu said: In the context of the deepening development of world multi-polarization, economic globalization, social informatization, and cultural diversification, the radio and television industry will continue to promote the high-quality development of radio and television and challenge further goals, more stringent requirements and higher standards. First, implement the strategy of "smart radio and television", strengthen the reserve of spectrum resources, actively promote the deployment of "future TV", build a large audio-visual pattern of radio and television, and build a new ecology of wireless network application. The second is to implement the development idea of "mobile network comes first, wired, wireless and satellite provide collaboration", accelerate the creation of "connection plus computing" ubiquitous intelligent infrastructure, and build a new media multi-channel transmission coverage network. The third is to strengthen the overall planning of "big security", constantly improve the level of radio and television radio management, continue to improve relevant laws and regulations, increase the coordination of border radio and television frequencies, effectively safeguard the rights and interests of China's radio and television stations and spectrum, and build a strong security line.

 

 As the country's largest radio network and industrial province, it has formed a complete industrial chain covering systems, terminals, chips, instruments, and other links, and has a number of nationally leading and internationally influential enterprises, showing great innovation vitality and development potential. In 2021, the province's electronic information manufacturing industry has achieveindustrial added value of more than 900 billion yuan, of which the scale of the radio-related manufacturing industry accounts for more than half, ranking first in the country, and the number of 5G base station construction and various types of wireless private networks are also ranked first in the country. Guangdong Province will use this conference as a platform to seize development opportunities, deepen exchanges and cooperation, strengthen scientific and technological innovation, promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the high-quality development of Guangdong's radio industry, and help Guangdong to walk in the forefront of the country and create new glory in the new journey of comprehensively building a modern socialist country.

 

Houlin Zhao congratulated China on its achievements in international affairs participation at the 2022 ITU Plenipotentiary Conference. He pointed out that at present, human society is rapidly entering the era of a booming digital economy, emerging technologies in the field of wireless communication represented by 5G and low-orbit satellite Internet continue to break the boundary, satellite navigation, satellite exploration, and other applications are becoming increasingly popular, human’s exploration of the moon and Mars are heating up rapidly, and the radio spectrum and satellite orbit are like land, air, and water. As a precious scarce resource, it has become an indispensable cornerstone to support the development of the digital economy and the construction of digital infrastructure. Radio spectrum resources play a fundamental and leading role in promoting the construction of digital information infrastructure, promoting the large-scale application of 5G, and developing the industrial Internet. Radio technology will become an important driving force for the transformation of old and new driving forces and the development of the digital economy. The development of radio communication technology and the effective application and management of radio spectrum resources are of Paramount importance. The holding and success of the China Radio Conference will have far-reaching influence.

 

The conference released two studies on the rise of the wireless industry. "China Wireless Economy Development Research Report (2022)" pointed out that in 2021, China's wireless economy reached 6.2 trillion yuan, accounting for 5.4% of GDP. As an important part of the digital economy, the wireless economy has shown strong resilience, become an important support for China's high-quality development, and played an irreplaceable role in accelerating the digital transformation of society, making up the digital divide between urban and rural areas, promoting new information consumption, and driving employment. According to the "Guangdong Radio Manufacturing Industry Development Report", the added value of the radio manufacturing industry above the designated size in Guangdong Province exceeds 450 billion yuan in 2021, ranking first in the country. It is expected that by 2025, the added value of the radio manufacturing industry above the designated size in the province will reach 550 billion yuan.

 

At the same time, the conference also held the establishment ceremony of the WLAN Application Alliance. The alliance is a non-profit independent legal institution registered in the Ministry of Civil Affairs, focusing on the development of the WLAN industry. It focuses on building an open, international, and influential WLAN industry development platform, uniting global industry chain partners, and jointly creating an international WLAN performance experience certification brand. At present, it has 55 members.
